How to control my clock to synchronize circuits

clock question

Dear all,
I have 19×19 latchs.How do I control my clock to synchronize circuits.
H tree is a good idea but my matrix is 19×19. I think it may not control.
If you think it can control, please tell me and draw it that me understand.
Or you have other ideas. Please tell me.Thanks.

I think it may added dummy.

Firstly you should make stage match with adding dummy.
Secondly you should make metal match with wide metal.
