How do you convert rad^2/Hz to dBc/Hz ?

Ok, it's 10 log (rad^2/Hz)^2 / 2
 

in general, a measure in dB is 10 log (A/reference A)
so things like voltage would be 10 log (voltage/reference voltage)
and things like power would be 20 log(power/power reference)

you must use a reference (or at least an implied reference) because you cannot take the log of a unit
log (volts) or log(meter) cannot be done - you can only take the log of a number.

What is the c in dBc?

rad is a dimensionless angle measure - that is, rad is an angle without a unit.

i do not know what rad^2/Hz is
it makes no sense to me to convert an angle to a dBc

please provide context for the question

i don't think so
you cannot take the log of a unit
please provide context - what are you doing that brought up this question?
 

Phase Noise calculations - it's all normalized to per hz so it's fine.
