framing specifications for a control problem

I have been referring to many control theory books that solve problems with specific constraints such as overshoots, settling time , GM, PM etc. I was interested to know as how to frame these specifications in the first place, before control engineer could solve the problem. Simple example would be highly appreciated
 

Each set of specifications determines one or more methods to solve the problem that can be done by graphic and/or algebraic approaches. There is no "simple example" given such a broad question.
