Why we used derate factor while calculating delay of a path ? and

derate factor is helpful for some simple rule of thumb estimation here and there. say, you are porting your design to a new library that is promised to be 10% faster. you can use the old library, apply 0.1 derate and see what you get.

in practice, it is rarely used. a flat derate cannot capture how complex process variation is.
