PCB type for thermal conductance

Hi,
I am looking for a PCB with a base material which is heat-conducting but at least 600V isolated. could somebody please introduce one?
I also would like to know the base material of the PCB shown below.

You can opt for insulated metal core PCBs.
However, check for thermal conductance (Tg) rating before selecting core material.
