Charge of Li ion battery of Samsung tablet

Hi,

I have a battery from Samsung tablet. There are two identical 3.8V Li-ion battery. I measured voltages, both are 2.88V. Is it bad?
Can I make a charging circuit only for one of them?
Type T4500E, 6800 mAh. I think only one battery has a capacity of 3400 mAh because they are connected parallel.
