It's hard to be certain how to answer your question. The blenders I've seen contain a motor which is turned on and off by a switch. It's plugged into house voltage.

The motor spins a cutter with several blades. Usually there is more than one switch, to select fast or slow speeds. I admit I've never found out what electrical circuit is used to make the motor go slow.
 

Brad, sorry for stopping this thread but the OP linked to what appears to be Vietnamese food preparation advertising, including links that required signing-in to continue.
It seemed to have no relevance to Edaboard topics.
