Would iron wire become hysteritic and attenuate high frequency AC if it were used as a conductor?

Yes, but thin wires will have only a small effect. Imagine a straight long iron wire carrying some current. The magnetic lines of force will be circular, perpendicular to the wire and will see only a little effect due to the magnetic properties of the metal.

Again, yes but the effect will be small. The self inductance of a iron wire will be more because of the higher permeability. But most of the magnetic lines for force will see only little bit of iron in their way. Sharp di/dt will have high AC frequency component and that will force the current towards the edge of the conductor. Such a case can be approximated as a iron core with a highly conducting surface. The exact magnitude of the effect will depend on the thickness of the wire and the slope of the di/dt curve.
