    A rather vague question. If you fed the top waveform into a low pass filter AND it had the right cut-off characteristics AND it had an appropriate load, then yes you could get the lower waveform out.
    There are many other ways it could be produced though.

    Yes, you can send the upper waveform through a simple RC or LR circuit, as a low-pass filter, to get the circled waveform.

    So it can be a high-pass too, if i send it through a RC circuit?

    the image given by you not sufficient to tell whether the signal is low pass , high pass, dc or ac or any thing else....
    it depends on the circuit parameters(RC).
