Rotating sensor from inside

What sensor can count the number of rounds from a rotating object from inside?
The speed of the rotating body is about 20,000 rpm
 

It depends, possibly accelerometer, magnet field sensor, fast gyroscope.

Would be helpful if you describe the application in detail.
 

if, for example, you put a magnetic or optical sensor inside, and magnet or LED outside,
then each time the sensor went around, it would "see" the magnet or LED

but then you need power inside a rotating object, so you'll need a battery,
or some sort of power take up, likely brushes

i agree with FvM - please provide more information
