Power amplifier impedance matching

Is it possible to match complex impedance to other complex impedance using quarter wave impedance matching technique? And How?
 

You can with multiple transmission line stubs. Obviously not all exactly quarter wave length. Smith chart tools like SimSmith will help you to design the matching network.

As a simple approach (not necessarily the best), use one shunt stub at each side to compensate the imaginary impedance and a quarter wave series line to match the remaining real impedances.
 

You can but will be limited in the number of impedance that you can create.
The impedance transformation ratio Z_trans = Zo^2/Z_load
Zo is typically real. So if you have a capacitive load impedance impedance, it gets transformed to an inductive impedance and vice versa.
