How does this patented ripple-borrow binary subtraction circuit eliminate the need for doing two-complement conversion on the input, thus saves on hardware circuit computation area and time ?

There is nothing special about the implemented logic. It is a straight-forward "full subtractor". The patent must be about the clever implementation for the borrow output, using "discrete" MOSFETs.
Maybe it is extra fast because the borrow chain pass through only transmission gates.
