SSR ZCC and PWM control?

Is possible control SSR with integrates ZCC over PWM signal?

On 50 Hz AC is 100 half wave, is possible over PWM realize control on half wave (0-100% 1% =one half wave) without synchronisation on zero cross point of AC line?
 

No, if you do not synchronize it is still possible to go from 0% to 100% in the period of one half cycle (10mS) but you would not be able to tell it your cycle went from zero to zero, peak to peak or any other starting position to the same place on the next half cycle. Consider the difference at say 50% ratio if the quarter cycle included the peak to if it included the zero crossing. The effect would be even more unpredictable at lower duty cycles.
