Unless there is a company producing some niche product the vendors Intel (Altera), Xilinx, Lattice, Microchip (Microsemi/Actel), and Quicklogic are all US based companies, though all of them have sales and distribution outside the US.

Checking a little more, there are the niche companies like:
AeroFlex, and NEC making radiation tolerant FPGAs and then there are PLD manufactures like Cypress and TI.
Of these only NEC (Japan) is based outside the US. I imagine being a space grade part expect to pay $$$$$$ for a part, but hey it meets your outside the US requirement.
Tis is soft-Core(IP-Core) width dual-core RISC-V CPU architecture. This company Anlogic had released their own software for synthesis circuit based on their FPGAs (fre for use software).
