between an 8 bit up counter and a down counter, which synthesizes into smaller hardware?
 

Hi,

I assume you get much faster a reliable result when you do a simple test.

Draw an UP counter and compile it.
Draw a DOWN counter and compile it.

Check the difference.

If you are NOT using your custom Adder or Subtractor block (allow the synthesis tool to infer the hardware), it shouldn't be a worry.
