No connection for Nwell

Hi all,
I have a doubt . In p-substrate there is a nwell which is not been connected to any potential . There is no device inside the nwell. But still there will be an error that all nwell have to be connected . What could be the reason for it .
 

Put an n+ implant region into the nwell and connect it via a contact to M1 and with it to VDD!

I do not have a doubt how to connect but my doubt is why that error is present
 

Why have a NWELL with nothing inside of it? The assumption is that a device will be inside the nwell. So, all nwell will need to be connected to some potential.
