This quirk seems to happen once in a while, and I'm not sure what the cause is or how to fix it?

Board origin is set to 0, 0, while organizing the component placement I can no longer move the cursor left of the origin, actually I can but just slightly to -214mils. I would like to be able to move an inch or two to the left of the origin.

I think this might have to do with the Sheet position, but that's a guess, and I'm not sure how to change it?

FWIW, if I'm in 3D mode, I can move to the left of the origin / board.

Have you tried selecting and moving all objects to the right?
This way, you would have a margin region to work left.
