Using const_evm() to simulate EVM in ADS

Hi, everyone. I am using const_evm() to simulate EVM in ADS.
data = const_evm(BB_in,BB_out,SymbolRate,delay,0,10us,0.1us),
where
data[0]= input constellation
data[2]= output constellation
data[5]= percent error vector magnitude

Here is the simulation result.

Question: Why the simulated EVM is not good (10.5%) but the input constellation and output constellation is nearly the same?
