How does variable bit shift operation get synthesize in hw?

assign c = b >> a;

How is this realized in hw? Will it do this using muxes?
i.e,
case (a)
1: c = {b[n-1,1],1'b0};
2: c = {b[n-2,2],2'b0};
....
 

Yes, apart form the wrong shift direction, you are implementing b<<a.
