Power factor correction at low powers with L6564 chip

Hi,
With the L6564 power factor corrector chip…….why does the schematic (page27 of datasheet) not have the MULT pin resistors fed from a separate diode pair from the midpoint of the bridge rectifier?…….doing this would give a better power factor at the very low powers. Why do they not recommend doing this?
