Need inputs on ddr supply voltage decreasing levels from ddr to ddr4

Hi
while going through suply voltages of various ddrs i came across this doubt(Silly really)
are the supply voltages decreasing due to lower power(technology) or is it due to the logical one and zero transitions may be faster since the frequencies keep increasing from ddr-ddr4?

DRAM power is governed by both the supply voltage
and operating clock frequency: Power ∝ Voltaдe
2×Frequency
