    Is large capacitor needed for high load battery?

    In my application, I have a Li-ion battery, which is 3-cells in series, 5000mAh, max. 30C discharge. I will switch on and off of a load about 22A. Do I need to add a large electrolytic capacitor at the battery? I have seen a design which has a 680uF capacitor at the battery.

    it more depends on swtiching frequency and expected current rise and fall rate.

    You need to know the Continuous Discharge Current rating of the battery. Further, you don't say what your timing is. A capacitor is only going to help for short pulses, not continuous current.
