Can i use arduino and a 4 Power Mosfet in H-bridge configration for controlling speed of my wheel chair?

It depends on your software and hardware skills.

A design usually starts with an idea, requirements, specifications, values...
Choosing the hardware RPi, fullbridge is not at the beginning....

Although my experience of robotics was limited, it taught me that motor control circuitry becomes non-trivial when you first 'Go Large'.

May I suggest you save yourself much misery and many blown MOSFETs by purchasing a pre-loaded motor-control board with appropriate spike suppression, ample heat-sinking and rather more power handling capacity than you'd expect ??
 

what motor is used in wheelchair, H-bridge can use to drive DC motor not for BLDC
