Only standby voltage out

Please help me sir,
I have 24 pin 240w PC smps which out only standby 5 voltage but another voltage (+12v,-12v,+5v,-5v & 3.3v) not out, how to solve this problem?
I check output side main diods, it is OK and input side mosfet, it is ok
 

I think your main problem is that you are asking us to guess what your circuit is without giving us ANY INFORMATION WHATSOEVER. I have a car that won't start, can you tell me why?
 

You did check to pull down PS_ON# pin at the connector? If no effect, consider that the main power supply is defective, +5VSB is supplied by a separate switcher.
