Whats the ideal way to ground for esd?

What is the proper way to ground an esd matt? Is it ok to use bench power supply ground lug or even ground bnc from scope/function gen?

There are other discussions in this forum, and there are many document on how to set up a proper ESD working area in the internet.
At least any ESD protection part manufacturer should provide such documents.

In the US at least, you can replace the center screw that holds the cover on your outlet with a longer one, then run a wire from the mat to the center screw with a ring tongue terminal. If the outlet is wired correctly, the center screw should be grounded.

Do not "hard ground" your conductive surfaces, and do not
use highly conductive surfaces. A series resistance should be
between the mat and its earth ground, because "voltage
opens the door, but current does the killing". You want to
bring the mat to earth potential but you don't want a large
capacitance or low impedance.

There are grounding and non-grounding outlets and you
would have to inspect, to be sure which you have (esp.
if in a single family residential type building where some
commercial codes do not apply).
