What is this solder tool?

I recently bought a soldering work station and there was a soldering tool included I have never seen before and have no idea what it's purpose is!

if you go to the ebay link you will see it in the description picture. It has a 4" black plastic handle with a piece of U-shaped stiff wire attached by a screw on one end. It looks like a fork missing the two center tines or a tuning fork!

Can anyone solve this conundrum?

Serious: This is a cheap prying tool for IC/components extraction
