We are doing a PCB which has both surface mount components and through hole components on it.
The surface mount components are on both sides of the PCB.
What’s the closest that a surface mount pad can be to a through hole pad?

Depends on the soldering technique and used equipment. Most popular is selective wave, needs a certain distance between though-plated pin and SMD components on the bottom side, e.g. 3 - 5 mm. Ask your assembly house.

No restrictions apply for hand soldered components.

A FvM already replied. You have to talk with your assembly house. But to give you an idea. I have attached the numbers from our assembly house.
