How to connect a PI controller in a circuit

Right, PI controller is only applicable if the BLCD driver circuit has a voltage/current control feature, usually implemented as PWM.
 
Can you help me how to build a PWM circuit electronically for the 3 phase BLDC motor? On the internet I have found ways to build it using arduino, but I don't want to use an arduino. I haven't worked with it before.
