If it's between VCC and ground it is almost certainly an epoxy cased multi-layer ceramic capacitor and with a value of 100nF, typically 50V maximum voltage rating. In other words a standard supply decoupling capacitor. You probably see the same type fitted across other ICs and, if orientated differently you might see '104' marked on them which indicates 10 x 10^4 pF or 100nF or '103' meaning 10nF.
0318 is probably a date code, maybe week 18 of 2003. It isn't a reasonable value code for that size of component.
They are made by the millions and cost almost nothing if it needs replacing.
