For me, this looks like some Manufacturer (?) & Datecode marking.
Sure that there is no more marking on the component? Maybe desolder & recheck.

yes, i have removed the capacitor, there is no other marking. i have tried searching TV 2 but nothing related to capacitors came up.

the capacitor is attached to the VCC pin of the Hex inverter.

Link of datasheet of hex inverter.

If it's between VCC and ground it is almost certainly an epoxy cased multi-layer ceramic capacitor and with a value of 100nF, typically 50V maximum voltage rating. In other words a standard supply decoupling capacitor. You probably see the same type fitted across other ICs and, if orientated differently you might see '104' marked on them which indicates 10 x 10^4 pF or 100nF or '103' meaning 10nF.

0318 is probably a date code, maybe week 18 of 2003. It isn't a reasonable value code for that size of component.

They are made by the millions and cost almost nothing if it needs replacing.

Brian.
