XBEE radio Is EMC testing required

Hello, XBEE Digimesh radios are already FCC Compliant. However the radio modules require a PCB to be designed that the radio can be mounted on and supplies power for the radio. Is it necessary for the PCB to undergo EMC testing? The entire unit is already an intentional radiator so whats the point of testing what is just a power supply and holder for the radio?
