Obviously at the first schematic the MOV current runs through the resistors.
with the second schematic the MOV current doesn´t run through the resistors.
But - hopefully - you don´t need us to tell you this. So what do you want to know?
All depends on voltage, current, time, circuit, device specifications.
If you just see the resistor and the MOV, then in most cases the resistor in series with the MOV may give more safety, because it will limit the current and in case of high input energy the resistor will burn open to further stop energy flow to the load.
But maybe the MOV is calculated to dissipate the complete expected surge energy .... then the resistors in combination with the capacitors may form a low pass filter = a second stage of protection circuit. This often is useful for tighter overvoltage protection ... for more sensitive load....with known surge energy.
Each circuit has it's benefits and drawbacks.
In either case: All values have to be calculated and designed carefully.
