Ebay.com Green Inductor core and permeability

I recently bought 5 Torroid core on ebay (**broken link removed**)
after it arrived I went to site - https://coil32.net/online-calculators/ferrite-torroid-calculator.html to calculate the permeability.
I measured the green core using a vernier . Then i wound swg25 (0.5mm) wire on it (18 turns) and measured inductance. it read 2.38mh. I adjusted the permeability value to get the inductance 2.38 mh(at coil32 site). I ended up getting a u=9000(relative magnetic permeability). Is it really possible to get a value of 9000?
I also checked the value of an old inducctor with given valueu of 100uh., for me it read 104uh.
 

Ferrite materials with µr of 10000 or even 15000 are available, review major manufacturers data books.
