After I get my gds from SoC Encounter, I want to import it in Virtuoso so I import the stream (my gds) and attach my std cell library (NangateOpenCellLibrary) and load ASCII Tech File (technology.tf)

But when I try to open the layout, I face this message; [There are 209 undefined packets found. Most likely, the display resource file (display.drf) for a library was not merged. To merge a display.drf file use CIW ->Tools->Display->Resource Manager->Merge Command].

What should I merge that (display.drf) with??

When you import the GDS a log is created. Check the log. You may be overlooking some warning or error that was relevant.
