obviously the cable forms part of the load ckt, power factor correction doesn't really enter into it, or rather, at full power you can design the power factor to be 0.9 lagging say, if you lose a few lamps the power factor can go down, more lagging - no big deal ...
hint: at 50kHz, do you really need much of a cap on the leds after the high speed rectifier?

further hint: if you put an AC choke on the LHS of the rectifier, can you limit the current on the LED's that way?
also, if you make each led an inverse parallel connected LED, do you need to rectify the AC ...?
