[ARM] ARM programming toolkits for Cortex-M

Hi I am totally new to ARM. I want to know which is best toolkit or development board for ARM Cortex-M3 devices. Which should be of low-cost with powerful IDE.

This depends on your budget as well as the feature requirements you want to play. There are option of kits with various onboard peripherals (LCD, RS-232, USB, etc ...) but there are also simpler kits with a rather Arduino-like approach, ie sold with a CPU board along with several sensors and actuators mini-boards ("shields") that you can connect individually to the main board. In shorts, hard to suggest something without more refinement in your requirements.

You can search at marketplaces such as Ebay, AlliExpress, etc.. for those kits. I'm not intended to recommend any dev kit in particular, so the following picture is merelly illustrative of the above mentioned concept, it is as looks at vendors announcements:

As for IDE, of which are freeware, you will also get many recommendations according to the own opinions and experiences of each one, and in my case in particular, I have opted for the GCC compiler running in Eclipse CDT whenever possible.
