Hello friends
I need a 12 MHz oscillator with a Voltage range of 120V
Preferably designed with cross coupling and non-integrated circuits

Have you looked at the classic astable multivibrator? It has two cross-coupled transistors. Two capacitors charge and discharge in alternating action.
 

I have seen this dome with a push pull ckt and controlled capacitance across the fets, ZVS switching with a little range to get the frequency exactly right - PM for more detail ...
