Photoshop opens files containing an image.
If it were intended to detect and operate any scanner on the market, it would need to access the correct drivers to
do so. This is too much for anyone to expect.

If your computer detects a scanner connected, it asks to install software drivers. (These might be in more than one place.) Normally you also install an application made by the manufacturer of the scanner. You open the application to operate the scanner.
