Why we are doing static IR drop analysis eventhough dynamic IR drop results accurate?

why we are doing static IR drop analysis even though dynamic IR drop results are
accurate?
i know some of the points
*to optimize power grid before we get VCD test vectors
*it uses average current to do IR drop analysis
*it doesn't have decoupling effects
But i need more explanation ,someone explain please
