ESP as a open access point to show web page with Arduino

Dear All Have a nice Day!,

I am working with ESP8266 device with Arduino . So my requirement is .....Once I programmed the ESP as a open Access point ( Not sure it can be done ) then every one can access ESP . Once some one long in to the ESP, he shows the web page of our school advertisement

Please advice if it is possible

Please note that in this scenario we should not use Routor and Internet access

It will work, I've done it. The problem you will have is storing the web page and remember you will not be able to use server side applications like PHP unless you can compile it for the LX106 processor or Arduino.

Basically, it's easy if you only store static web pages but a real pain if you want to update the pages or run dynamic content.
