i need to down convert frequency from 400Hz to 50 Hz of 220VAC single phase
 

You can't down convert the frequency with reasonable efficiency. Commercially it is sometimes done with a 400Hz motor driving a 50Hz generator but to do it electronically it would probably be easiest to convert to DC first then use an inverter to recreate new 50Hz AC.

For medium to high power, down-frequency conversion can be best done with a cycloconverter.

The example shown by wikipedia is a three phase cycloconverter, but take a single branch and you have a single phase cycloconverter. Google it.

Cycloconverters are extensively used for ship propulsion. See for instance:
