Curiously Google gives the correct data sheet link as first(!) match when entering "U-11B".

It's a Gas Tube Surge Arrester.

Thanks a lot,

I searched it with printed name many time, nothing found. But now with ! Symbol found fist it.

Now my question is, how can i test it?

This kind of parts rarely goes bad, unless you discharge a lightning stroke or an unlimited source like mains voltage through it.

You'll need a high voltage source to check the trigger voltage.
