I am looking for a chip that will repeat what ever we speak. Just like the one used in a Talking Tom Toy. It repeats what ever we speak once turned on. At the same time it also responds with different sounds when touched at ears or legs.

What is the best solution for this.. Kindly suggest the best possible ways..

"best" in which regard?
It can mean almost anything. Price, availability, sound qualitiy, ease of use, low power, small size ... and many more.

Availability depends on where you live.
Are you aware that we don't know this?

Pricing is a wide area, because it depends on your requirements.
One chip may gave too bad quality, or it may have too less dynamics, or need a microcontroller to operate ...
Others may have some "features" built in. Like automatic gain control, internal amplifier, low power for battery operation....
