The datasheet of a 74LSxxx tells you its minimum output high voltage which is too low for it to be a CD4xxx Logic high input.
PLEASE read the datasheets then you will learn this stuff.
The Texas instruments Logic Guide also says what I said but parts of it are very confusing. The datasheets say it more clearly.
