PICkit3 problem - Target Device ID (0x0) does not match expected Device ID (0x24c0).

Hi! I am trying to load program in PIC16LF1939, but as I connect the PICkit 3 and sets the operating power to 3.3V it give me this message.

Connecting to MPLAB PICkit 3...

Currently loaded firmware on PICkit 3
Firmware Suite Version.....01.39.15
Firmware type..............Enhanced Midrange

Programmer to target power is enabled - VDD = 3.300000 volts.
Target Device ID (0x0) does not match expected Device ID (0x24c0).

And cant load the program to the PIC16LF1939.
 

1) your PIC is defective
2) your PIC is not connected correctly. (is this a custom board?
3) your pic is not powered

Barry's option #2 is probably the most common cause.
Also, it is generally not a good idea to power the MCU from the PicKit3 when there are other components connected as well (especially those that share a connection to the Vdd line). Also make sure that the MCU has all of the bypass capacitors and other required components (e.g. Vcap) connected.
Finally, make sure that there are no loads on the \MCLR\ and ICSPxx lines.

Might PIC is faulty or PGD OR PGC or connected cross to each other.
