The is not much difference but you can say:-
Travel charger indicates to portable easy to carry and usually not using AC power (i.e. battery power). eg power bank, self made circuit using battery etc.
Similarly mobile charger indicates charger which are difficult to charge while travelling because it uses AC supply.
