What is gds2? How it can be used in the fabrication process?

what is gds2 ?how it can be used in fabrication process?

why first BTO and next MTO is send for foundary?
why it cannot be send parallel ?

Your acronyms mean nothing to me and I've done
over 50 production and many more test chip tapeouts.

GDS-II is a (the predominant) mask data format, period.
A medium of exchange. Mask fabricators accept it. The
foundry wants to review your work (and given the level
of understanding shown here, they had better). This
may be why the two tapeouts - one where you hand
them your mess, and one where you have cleaned it up
(in between, N repeats until you learn to do what they
tell you to without introducing new problems).

I think these are business models and have nothing to do with technology.
