Can Transformer Toroid core be used as EMI core

Hi! I want to design a Common Mode Choke for my PFC circuit and I am looking for an EMI core that I can use for the design. I have seen many transformer toroid cores and only few for EMI suppression core. Can I used the transformer toroid cores as an EMI suppressor core? Or do they have different properties?
 

Should work well, because with a common mode choke the dc cancels out, leaving just the inductive impedance free from any magnetic saturation effect.
