Hello,
what is this in TV vacuum tube?
the top wire lock in tube hole?
black thick wire with cap..

The high voltage supply, anything between 25 to 35 kV
 

Stick your finger in the hole, it will make you jump and maybe fatal, the tube can store a high voltage charge that could be present for a very long time after the power has been removed.
 

Indeed, a shocking and unforgettable experience.

For an electronics student, it was a rite of passage getting shocked by a CRT's high voltage.

You would become a real engineer afterwards, learning both respect for electricity and that one should always double check everything before testing a circuit.
