What does your 54520 user reference tell about rms measurements? See e.g. "Automatic measurements available on the oscilloscopes" in specifications chapter.

It has a Vac rms and a Vdc rms. But I do not know if it is true rms

Hi,

I think HP is reliable. If they call it RMS, then it is RMS.

With AC RMS they don't take DC into calculation.

But indeed there are many "fake" RMS measurements. They use peak values or rectified average values...multiply it with some factor ..and then they call it RMS.
