I/O power management

I need urgent help please. I have two different nets for power and ground. one for I/O and one for core.

But the power/ground rails dont go through I/O pads! Which command can I use to do it? Should I connect them to any pins or no?

Please some one help. Any help would be appreciated.

There is not such command in IC compiler!
How about this command: "create_pad_rings" does it cause the power rails to go through all I/O pads? When I apply this command I cannot see any changes in my design!

I am not a Synopsys user, so I can't confirm. What you are looking for is called special routing, or maybe power routing. It is explained in any basic tutorial of the tool.
